Should I scale down my running intensity the week of a race?

Absolutely. Not completely, but you should taper down. How much you run the week of a race depends on the distance of the race and your fitness level. Nutrition should also be taken into consideration at this time.
For the 3 full marathons I have completed, I would taper down and run 20 minutes 3 days beforehand at an aerobic pace, 10 minutes 2 days out and then take the day off completely before the race.
